Re-evaluation at Day 365
Phase Three is decided at the end of Year 1, not in advance. At Day 365 the project re-evaluates how the map should continue.

Why it matters
Phase One proved the map could be made. Phase Two proved it could be maintained. Phase Three is the point of it all: a completed system that keeps running without burning the pilot out — "the lighthouse stands regardless of platform performance." Whatever cadence comes next is still unprecedented: no cannabis recovery has ever been mapped this far, this openly.
